The Upper Cumberland Development District is a governmental agency created by the Tennessee General Assembly to administer regional programs to the fourteen counties of the Upper Cumberland region of Tennessee: Cannon, Clay, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Smith, Van Buren, Warren and White. For over fifty years, our organization has been serving the residents of this region by providing solutions through regional cooperation and it is our belief that the fourteen counties, along with the many municipalities contained within, are made stronger through regional cooperation and shared resources.
To help the Upper Cumberland region cultivate self-sufficiency and build true wealth through innovation, collaboration, and leadership.

Triple C Machine owes a lot of our success to CAIC. They have been great to work with and it is good to know that small business starting out has people to help get us up and running…I would just like to say thanks to CAIC, my customers, my employees and everyone that has helped me get to this point and we are not finished yet.
Our featured caregiver is 69 years of age and is currently raising 2 great-granddaughters, ages 11 and 8. At the time of referral, she was close to eviction from her low income housing, her only source of income was her social security check. Though all of her health issues and financial issues, she never failed to provide for her great-granddaughters. Once connected to RCP, the program was able to pay her rent, provide clothes to her granddaughters and provide Christmas gifts for the family through a sponsorship from a private donor. She loves to attend the support groups and is active in all that the program offers. The family is now able to do things through the program that they otherwise would not be able to do.
We have a gentleman who is new to our community. His only means of transportation is the most beautiful blue Huffy bike you’ve ever seen. Fearing we would soon be seeing the blue Huffy on Route 70, I introduced him to the U-Cart system. He is now able to go to Cookeville and do his volunteer work. He is so grateful for the tickets you’ve provided for him. I know when they thank me they are really thanking you and your team, but I gladly take the smiles and hugs!!
